HOGAN In the US Navy
HOGAN REF- 1

To describe a certain level of ineptness (real or perceived), the phrase "You are as... or He is as... or It is as... or This is as...  @#$%ed up as Hogan's Goat" is often used and has played a major role in our Navy as well as in our sister services. Just one of the methods of performing an "attitude adjustment" or venting off a little steam in those good old pre-PC days.

On the older diesel boats of our Submarine Force there was a dark out-of-the-way place in the berthing area of the After-Battery compartment (port side) called "Hogan's Alley".
So why so much Hogan you ask? When/where did it all start? I dunno -  but below are some links to some "Hogan sites". Feel free to e-mail me with any other references and theories on the origins of Hogan's Goat or Hogan's Alley.
