To whom it may concern:

This is to certify that I have known the bearer, Mr. Arthur L. Busch, since Dec. 1897, when he started to work at the Crescent Shipyard on the hull of the Submarine Boat Holland.

In my forty years' experience amongst ships and ship builders, both here and in the Old Country, I can truly say that I never met a more competent man in his business. He is an expert naval architect and shipbuilder.

He built barges for the Youkon River at the Crescent Yards that totalled 1000 ft. length in 80 days. He built at Fore River, Mass. Five Submarines for the Japanese Govt., took them apart, packed them on a train, took them to Seattle, Wash, thence to Yokosuka, Japan, where he reerected them, tested and delivered them to Japanese Govt., all within twelve months from the date of laying the first keel at Fore River until his return to New York.

Since that time he has made two submarine boat designs to my entire satisfaction.

He is thoroughly competent and experienced in estimating the cost of new work and repairs in both of which branches of his business he has had much experience.

He is a man of the strictest integrity, a hustler and born manager of men. He never quarrels with them. He and they are always found hustling.
